The Context & Conflict

The Organization: The Mass Cultural Council is a state agency dedicated to advancing culture in Massachusetts, supporting artists, organizations, and municipalities to improve the quality of life for all residents.

The Catalyst for Change: For years, MCC relied on Community Pearl, a grant management system powered by an Access database. While functional in an earlier era, Pearl had become a “walled garden”. It couldn’t connect to the web, provided no mobile access for field staff, and required a skilled administrator to run even the simplest reports. Data was “expensive” to retrieve, and staff had begun to actively avoid the system, maintaining private spreadsheets instead. With core IT and finance staff approaching retirement, the agency faced a significant risk: the loss of institutional knowledge tied to a failing system.
